The Treaty Of Versailles was fair to a certain extent. To the France it was fair, because Germany have been trying to expand their empires and gain more power by invading France and some other countries. The treaties that ended World War 1 mostly involved the losing side giving up land and restricting their armies, although there were other conditions too. The treaties were made between the Allies and each defeated country separately and were signed at different times. The Treaty Of Versailles, between the Allies and Germany, was signed in June 1919. It was the most complicated, and had the harshest conditions. One of the problems with the Treaty was that the varioud Allies who came to discuss it had widely different aims. This was so even if only the aims of the "Big Three"- the USA, France and Britain- were considered. Representatioves from Russia and Germany were not invited to join in the decision-making. TO the Germans the Treaty Of Versailles was way too harsh for the innocent party but it was fair for those who cause it.
